If it’s cloudy or snowing, you can barely see the Otaru cityscape. It gets crowded during night-view hours and on weekends, and the line down is long.

- On a clear day, the views of Otaru and Sapporo, especially at night, are excellent.
- You can get there by ropeway, bus, or rental car, and there’s free parking.
Go from sunset to night-view time on a clear day, and book ahead in winter or peak season. Checking the weather first can help avoid disappointment.
